James Noel serves as Senior Vice President/General Counsel for The Franklin Johnston Group (“TFJG”) and is integrally involved in both the development and management divisions of TFJG. On behalf of the partners, James oversees the affordable and luxury apartment development process from its inception to completion including site selection, underwriting, financing, planning, and construction. He also provides legal guidance to the company, its executives, and its employees in all areas of operations, development, and dispositions, and administers the company’s risk management and insurance program for its owned and managed properties. James holds a Bachelor’s degree from the University of Virginia, a law degree from William and Mary Law School, and is a graduate of the Financial Management Executive Education Program at UVA’s Darden School of Business and the Mini MBA for In-House Counsel Program at Boston University’s Questrom School of Business. He continues to be named to Virginia Business Magazine’s list of “Legal Elite” and is an active member of the Hampton Roads Chamber Regional Board, and the Board of Directors of Junior Achievement of Greater Hampton Roads, EQUI-KIDS, ACCESS College Foundation, CIVIC Leadership Institute, Virginia Beach Vision, and the Virginia Gentlemen Foundation. James is a graduate of the LEAD Hampton Roads Signature Program and the CIVIC Leadership Institute and served as a Virginia Beach Neptune Festival Triton under King Neptune XLV.
